Registered Social Landlords

This section directs you to material on our website which we think will be of particular interest to Registered Social Landlords (RSLs).

You can use the search facility or the left hand menu to find other elements which are not listed here. If you would like us to include other information in this section or elsewhere in our website please contact us.

Self assessment

This section of the website provides a set of self-assessment questions for each Performance Standard. The questions are a tool that social landlords can use in their own performance management and quality assurance systems to assess their own performance as part of a process of continuous improvement.

Charitable RSLs

Here we have provided information for RSLs with charitable status.

Assess Risk

We undertake an annual risk assessment of each RSL and we make a decision based on that assessment as to how we will engage, if necessary, with the landlord. Engagement can take a number of different forms: for example we might ask an RSL to provide additional information or to carry out a self-assessment and submit the results to us. We might inspect an RSL or appoint someone to the Board of the RSL.

We publish the decisions emerging from that process Our Guide to How We Regulate explains our principles and approach.

Inspection

We are responsible for inspecting RSLs. You can see reports of completed inspections here.

You can see here the RSLs that are in the programme of inspection for the current year.

Information and guidance on the inspection process can be found here.

Performance standards

Performance standards for social landlords and homelessness functions provide a consistent basis for self-assessment by organisations and external assessment by inspectors. They are split into guiding standards and activity standards. The Guiding Standards should act as underpinning principles for the way landlords go about their business. They are organised into planning and managing performance, social inclusion, service delivery and communication and RSL governance and financial management Activity standards deal with service activities such as housing management and property maintenance and homelessness.

Scottish Housing Quality Standard

We are monitor the progress of landlords in delivering the Scottish Housing Quality Standard. We collect information about RSL and local authority progress towards the Standard and publish progress reports which you can see here.

Information Requirements

We collect a wide range of information from RSLs.

This includes:

These pages give further information on the information that is required and how and when it should be submitted.

Statistics

We publish information about the stock owned by RSLs, broken down by size, type and age. We also hold information about rent charges and service performance.

If the information you need is not here and you wish to make a specific information request, please click here.

We also publish financial information on the RSL sector in the Financial Digest and information describing the profile and performance of the sector in the Statistical Review. In addition a series of tables provides detailed information about particular RSL stock and rent levels, as well as standard indicators of performance.

Consents

RSLs require our consent to:

    • change their constitution

    • dispose of properties

    • transfer engagements

Guidance on these consents is available here.

Good Practice

We publish themed examples of good practice, including our web based publication on gathering service users’ views.

We have produced a gateway providing access to the most up to date information on health and safety relevant to social housing providers.

Consultations

We publish consultation papers, most of which will be relevant to the work of RSL staff and governing bodies. We appreciate any comments you may have.
