1.1. Is there a long term vision (around 5-10 years) that is translated into a series of phased, tangible and measurable aims and objectives that make clear how and when the vision will be achieved?

• Could the governing body and your staff give a summary of what you are trying to achieve and why?
• Could both the governing body and staff describe the purpose of the BP?

• Is it easy for an ‘outsider’ to understand your aims and objectives e.g.
o Does it clearly explain what you are trying to achieve?
o Have the outcomes that are wanted from the overarching vision been articulated/defined?
o Are there clear comprehensive service standards as part of this and has a baseline been set against which progress can be measured?
o Is the vision capable of being measured – i.e. how would anyone know you had made a difference?
o If you are increasing rents above inflation can you demonstrate a link to an improved service or stock condition?
• What impressions would an outsider including external stakeholders, the media, funders, key professionals in/around the sector have about your organisation after reading your BP and how do these compare to what you want to get across?
• Does the BP suggest for example that the RSL has or is:
o Full of confidence and conviction;
o Worried or beset by threats; or
o In the process of defining a role

• Does your vision clearly show that you are committed to continuous improvement and is it based on the views of local communities, customers etc?
o Does it read like a generic business plan?
• Are your ambitions stretching and challenging and will they make a real difference for local people/the community/communities in which you operate?
o Are most (if not all) clearly particular/specific to your situation?
• Are your ambitions clearly reflecting the scale of the issues and opportunities in the areas in which you operate and are they based on a mature and accurate assessment of your current performance position, financial position, ability to secure funding and capacity to improve?
