What we do

Scottish Housing Quality Standard

Scottish Ministers set 2015 as the target date for local authorities and registered social landlords (RSLs) to achieve the Scottish Housing Quality Standard (SHQS). Landlords submitted their Standard Delivery Plans (SDPs) in 2005 to demonstrate how they were going to meet the Standard. And we have been monitoring progress since then through annual returns. Position Statement

In March 2011, the Scottish Government published documents to provide additional guidance on SHQS and to clarify its definition. This includes a detailed description of each element, a non-technical guide to the Standard, the policy on exemptions, and a guide to potential cost savings. Social landlords and anyone with responsibility for or interest in the Standard should read these documents, which you can access here: http://www.scotland.gov.uk/Topics/Built-Environment/Housing/16342/shqs/guidance

Data returns for 2011 (relating to financial year 2010-11):

Registered Social Landlords: We are incorporating the questions relating to stock and required works into the Annual Performance and Statistical Return (APSR), and will use the financial projections that you submit to us for the assessment of RSLs’ financial capacity to achieve SHQS. This means that most of the SHQS information will need to be reported earlier, by 1 June 2011; however we believe that the deletion of an entire return will be welcomed by the sector. Local Authorities: We will continue to collect SHQS information on spreadsheet forms, which we issued on 23 March 2011. To allow us to report on data from RSLs and local authorities together, we will ask to have the forms returned to us by 15 June 2011.
